At-Large Presidential Fellows Program 2025 – 2026 (Fully-funded to Washington)

The Center for the Study of the Presidency & Congress (CSPC), a leading think tank based in Washington, is excited to announce the opening of applications for the 2025-2026 At-Large Fellows Program.

This distinguished program is designed to offer students from non-partner institutions the opportunity to engage deeply with the policymaking process and explore the inner workings of the executive and legislative branches of the United States government.

Program Highlights:

  • Participate in monthly virtual seminars from September 2025 through May 2026.
  • Attend an all-expenses-paid conference in Washington, D.C. (scheduled for March 21–25, 2026).
  • Complete an original research paper (10–15 pages) on a topic of choice related to the Presidency and/or Congress, with guidance and mentorship from a program-assigned mentor.

Important Dates:

  • Application deadline: Tuesday, July 1, 2025, at 11:59 PM EST.
  • Selected Fellows will be chosen through a competitive application process by the Presidential Fellows Advisory Board, composed of alumni of the program.
  • We strongly encourage applications from students belonging to groups historically underrepresented in leadership development programs.

Eligibility Requirements:

  • Must be enrolled as a sophomore, junior, senior, or graduate student at an accredited U.S. college or university for the entire 2025-2026 academic year.
  • Students graduating before December 2025 are not eligible.

  • Must have a GPA of 3.0 or above.
  • Demonstrated interest in American government, with comfort in speaking, presenting, and writing about the Presidency and Congress.
  • Open to U.S. and non-U.S. citizens studying in the United States.

Selection Criteria:
Applications will be evaluated based on:

  • 25% – Quality and relevance of the research paper topic.
  • 25% – Responses in long-form answers.
  • 25% – Strength of the resume, including academic and extracurricular experiences.

  • 15% – Letter of Recommendation.
  • 10% – Alignment with the Fellowship’s mission and goals.

Participation Expectations:

  • Engage in monthly virtual seminars from September 2025 to May 2026.
  • Attend the all-expenses-paid conference in Washington, D.C. (dates: March 21–25, 2026).
  • Develop and submit an original research paper related to the U.S. Presidency or Congress.

While the Fellowship does not provide monetary funding, all participation costs, including the conference expenses, are fully covered.

  • Unofficial transcript upload.
  • Letter of Recommendation from a recommender who knows the applicant well (academic or professional).

Recommender Submission:
Applicants must arrange for one recommender to submit the Recommender Form linked on the application page.

The recommender should be familiar with the applicant’s academic or professional background and should provide a letter of recommendation.
