UNESCO is recruiting Individual IT Consultants for OceanExpert Redesign

UNESCO’s Intergovernmental Oceanographic Commission (IOC) / International Oceanographic Data and Information Exchange (IODE) is seeking written proposals from qualified Individual IT Consultants to undertake the redesign of various roles and rights associated with end users of OceanExpert.

  • Deadline for Applications: April 30, 2025

The scope of this consultancy involves a detailed redesign of user roles and permissions within the OceanExpert database, which serves as a global hub for information regarding persons, institutes, and documents related to IOC events.

The database is developed and maintained by the UNESCO IOC Project Office for IODE, situated in Oostende, Belgium.

Assignment Details

1. Background:
OceanExpert is a self-subscribing platform where experts manage their data. This consultancy is pivotal to enhance the functionality of its roles and rights assignment, ultimately improving the end-user experience.

2. Scope of Work:
The consultant will be responsible for:

  • Analyzing the current situation of OceanExpert.
  • Redefining and documenting user roles, ensuring clarity and manageability.
  • Implementing changes in the codebase while maintaining a clear commit history in Git.
  • Developing a logging system to track user activities.
  • Creating migration plans for current users to adapt to the new roles.

Expected Outputs and Deliverables

Proposals should stipulate expected outputs and detailed timelines for each stage of the project related to the roles and implementation functions.

Submission Requirements

Proposals should include:

  • Technical Proposal:
    • An up-to-date CV.
    • A motivation letter detailing suitability for the assignment.
    • An outline of the proposed approach and methodology, including a brief comments section on the Terms of Reference.
  • Financial Proposal:
    • The total fee for the assignment, quoted in US dollars or euros only.

Evaluation Criteria

UNESCO emphasizes that proposals will be evaluated primarily based on technical elements, following a combined scoring method:

  • Financial Offer: up to 30%
