
The Hague Program on International Cyber Security is pleased to announce the opportunity for researchers and professionals interested in international cyber security to apply for visiting fellowships.

Fellowship Period: September – mid-December 2025 (No exceptions will be made)
Fellowship Duration: 1 to 3 weeks
Location: The Hague, the Netherlands
Funding: Funding for travel and accommodation is available for selected fellows.
This program welcomes individuals at any stage in their career—from early-career researchers to established professionals—to conduct research, engage in fieldwork, and interact with both the program and The Hague policy community.
The goal is to foster an independent and inclusive platform that encourages global cooperation on international cyber security initiatives.
Selected visiting fellows will have the opportunity to join the program during either the Fall or Spring semester for short research stays of 1 to 3 weeks at Leiden University’s The Hague Campus.
The program will generously cover travel and accommodation expenses.
Application Periods and Fellowship Timings
- Applications for the 2025 Spring semester fellowships have closed.
- For a fellowship during the 2025 Fall semester (September to mid-December), applications should be submitted by 31 May 2025.
- Please note: The program cannot accommodate visiting fellows outside of the specified periods.
The minimum duration for a fellowship is one week, while the maximum duration is three weeks.
Application Requirements
To apply, candidates must submit a complete application (in a single .pdf or .doc(x) file) to Ms. Corianne Oosterbaan at c.m.oosterbaan@fgga.leidenuniv.nl by the respective deadline. The application must include:
Statement of Intent (maximum of 2 pages) addressing the following:
- The reason for applying and the intended work area during the fellowship.
- An explanation of how the applicant aligns with the program’s mission.
- A brief pitch for a deliverable that will be produced in collaboration with the program’s researchers (e.g., a policy paper, blog post, lecture).
- A plan for interaction with the program’s researchers and the anticipated benefits for the applicant’s own research.
- Preferred dates and duration for the fellowship (must be specific; e.g., 1-14 October; multiple date options are preferred).
Full CV, including a comprehensive list of publications.
Please note: Only complete applications will be accepted. The review of applications will commence after the application deadline, and applicants will be informed of the outcome within four weeks.
Incomplete applications or those submitted after the deadline will not be considered.
