This opportunity is open to individuals interested in providing their expertise to IAEA Member States in the area of cancer control and health financing.
The Department of Technical Cooperation (TC) is a vital arm of the IAEA that aims to enhance the cancer care capacity of Member States.
Focusing on the integration of radiotherapy into comprehensive cancer control programs, TC collaborates with other departments, regional divisions, and stakeholders.
The Programme of Action for Cancer Therapy (PACT) is a key component of TC, providing support through various resources, including imPACT Reviews and the development of strategic documents.
Main Purpose
The IAEA’s Division of Human Resources is establishing a pipeline to identify Bankable Project Documents Experts who will assist Member States in creating robust BPDs.
These documents are essential for enabling informed decision-making by donors and international financial institutions regarding potential funding for cancer control projects.
It is important to note that registration in this pipeline does not guarantee recruitment for any specific vacancy.
Role and Responsibilities
Under the guidance of the Director PACT and the Section Head of the Resource Mobilization Section (SH-PACT RMS), the expert will be responsible for:
- Collaborating with national teams, typically including representatives from various ministries and health specialists.
- Conducting comprehensive analyses of relevant policy documents and assessing project coherence with existing initiatives.
- Engaging in stakeholder analysis to integrate multi-stakeholder engagement effectively.
- Reviewing monitoring and evaluation plans for soundness and alignment with IAEA guidelines.
- Ensuring that cross-cutting issues, such as environmental and social governance (ESG), are adequately addressed in the BPDs.
- Preparing detailed project budgets and implementation schedules in collaboration with IAEA Technical Officers.
- Conducting risk assessments and management plans while facilitating stakeholder consultations for draft approvals and finalization.
Deliverables
The expert is expected to produce the following deliverables:
- Inception Report: Detailing the understanding of the task and methodology.
- Comprehensive Review of Draft BPD(s): Identifying structures, narratives, and gaps.
- Final Draft of BPD(s): Provided for final review by IAEA for subsequent recommendations.
Candidate Eligibility
Ideal candidates will possess:
- Excellent research, analytical, drafting, editing, and presentation skills.
- Knowledge and experience in public health and non-communicable disease programs, along with familiarity with related strategies and policies.
- The capability to establish effective professional relationships with government bodies, external partners, and funders.
Educational and Experience Requirements
- Advanced University Degree: In health economics, finance, or a related field.
- Experience: At least five years in complex infrastructure projects, particularly in health financing or development banking.
- Consultation Experience: Proven ability to engage with high-level stakeholders, including government and UN agencies.
- Language Proficiency: Excellent command of English is essential; knowledge of additional IAEA languages (French, Spanish, or Russian) is advantageous.
Location, Duration, and Remuneration
The IAEA may offer home-based consultancy assignments through this pipeline, with an expected duration of thirty working days within a three-month timeframe.
The consulting fee may be up to 250 EUR per day, with additional provisions for duty travel and related expenses.
