Position Overview:

CARE invites applications for the Senior Technical Manager – CASCADE position, aimed at driving the strategic implementation of the CASCADE program (CAtalyzing Strengthened policy aCtion for heAlthy Diets and resiliencE).

This initiative targets improving food security and reducing malnutrition among at least 5 million women of reproductive age and children under five across Benin, Nigeria, Uganda, Kenya, Ethiopia, and Mozambique.

The program focuses on strengthening systems and partnerships while connecting nutrition policy goals with community actions through an advocacy-driven, contextually responsive approach.

The CASCADE program is a 4.5-year initiative, currently in its third year, funded by the Ministry of Foreign Affairs of the Kingdom of The Netherlands.

CARE Netherlands leads the program consortium, which includes CARE USA and the Global Alliance for Improved Nutrition (GAIN) as a key partner.

The initiative promotes a “One program” approach, facilitating integrated implementation and evaluation while elevating the CASCADE brand.

Key Responsibilities:

Program Leadership and Management:

  • Collaborate with the Project Director to develop and execute the CASCADE program strategy, ensuring alignment with the program’s global goals and donor requirements.
  • Lead a diverse global team of technical advisors and foster collaboration and accountability among partners.
  • Provide oversight and technical support to country programs, maintaining program quality and coherence.

Policy Advocacy and Stakeholder Engagement:

  • Influence policy frameworks to promote healthy diets and resilient food systems by engaging with government, NGOs, and private sector stakeholders.
  • Ensure that technical assistance strengthens linkages between community-level actions and national policies.

Monitoring, Evaluation, and Learning:

  • Lead the program’s technical approach and oversee implementation quality to achieve objectives across target countries.
  • Ensure effective MEAL processes are in place to inform adaptive management and track progress.

Capacity Building and Team Development:

  • Mentor and develop the capacity of direct reports while promoting a culture of innovation and gender equity within the team.
  • Collaborate with technical units and support recruitment and performance management as necessary.

    Required Qualifications:

    Education: Master’s degree in International Development, Public Health, Nutrition, Public Policy, or related field.

    Experience: 10-15 years of progressive experience in program management within the humanitarian or development sector, including at least 5 years in a leadership role.

    Proven success in managing complex, multi-country programs related to food security, policy, and resilience.

    Exceptional leadership, interpersonal, and communication skills with fluency in English.

    Preferred Qualifications:

    • Experience in policy advocacy and collaboration with government stakeholders.
    • Technical experience in multi-sectoral nutrition and food systems.
    • Additional languages such as French or Portuguese are advantageous.
    • Strong commitment to CARE’s core values of integrity, respect, and empowerment.
