TaRL Africa, a not-for-profit organization established in Nairobi, Kenya, is proud to announce a call for applications for the position of Measurement, Monitoring, and Review (MMR) Lead.
Born from a collaboration between Pratham and J-PAL in 2019, TaRL Africa aims to reshape children’s foundational skill learning across Sub-Saharan Africa through the acclaimed “Teaching at the Right Level” (TaRL) approach.

Role Purpose:

If so, this position may be your ideal opportunity. The MMR Lead will steer TaRL Africa’s monitoring, evaluation, and learning (MEL) efforts, shaping and driving internal MEL systems while mentoring diverse stakeholders from various countries.
In this role, the successful candidate will report directly to the Director of Programs and will collaborate across four critical sub-verticals: Partnerships, Program Delivery and Training, Program Improvement, and Sustainability.
This high-impact leadership opportunity seeks an individual energized by collaboration, complexity, and a commitment to data-driven decision-making.
Duties and Responsibilities:
Drive high-quality technical assistance to governments (40%):
- Lead initiatives to co-create contextually relevant literacy and numeracy assessment tools.
- Support and enhance governments’ MMR systems, promoting integration into national structures.
- Champion harmonization of foundational assessments across government programs.
- Design capacity-building initiatives to empower staff and partners.
Lead TaRL Africa’s internal MEL systems (30%):
- Shape and refine MEL strategies aligned with organizational priorities.
- Develop systems to monitor progress and strengthen programming.
- Ensure user-friendly data systems, whether digital or paper-based.
- Foster a culture of learning and accountability through MEL.
Generate insights and promote learning (15%):
- Conduct rigorous data analyses to understand program effectiveness.
- Produce high-quality reports and visualizations for various audiences.
- Transform insights into recommendations for program improvement.
Inspire and support a high-performing team (15%):
- Manage and mentor a central MEL team, fostering a culture of collaboration.
- Provide strategic direction and ensure alignment within the team.
Qualifications and Experience:
- Advanced degree in Education, Statistics, Economics, Social Sciences, International Development, or a related field.
- 7–10 years of experience in MEL for education or international development.
- Deep expertise in qualitative and quantitative research methods and learning assessment.
- Strong technical experience in education measurement tools like EGRA/EGMA.
- Proficiency in data analysis tools (e.g., Excel, STATA, R, SPSS) and visualization platforms (e.g., Power BI, Tableau).
