Program Schedule:
- Part 1: June 3 – 20, 2025, Online
- Part 2: September 7 – 11, 2025, Egypt
- Part 2B: September 14 – 18, 2025, Oman
- Part 3: November 25 – December 3, 2025, The Netherlands
- Part 4: Closing event in March 2026, Oman and Egypt
The objective of this training programme is to equip civil servants with the knowledge and skills required to design digital transformation strategies that enhance public service delivery while promoting the digitalisation of their respective ministries, districts, or municipalities.
The first part of the training will take place in Amman, Jordan, with subsequent sessions in The Hague, The Netherlands.

Eligibility Criteria:
The Shiraka programme is exclusively for government professionals from the following countries:
- Algeria
- Egypt
- Iraq
- Jordan
- Lebanon
- Libya
- Mauritania
- Morocco
- Oman
- Palestinian Territories
- Tunisia
To qualify, applicants must be civil servants or professionals in the private sector involved in entrepreneurship development in Oman or Egypt with five to ten years of experience in creating an enabling environment for entrepreneurship.
This training programme is part of the MENA-Netherlands Partnership, an initiative spearheaded by the Ministry of Foreign Affairs.
The Department for International Entrepreneurship of the Netherlands Enterprise Agency is responsible for implementing the programme.
