Job Description:
The Aviation Data and Analysis (ADA) Section of the Air Transport Bureau plays a pivotal role in achieving ICAO’s Strategic Objective — the Economic Development of Air Transport.
The ADA Section is tasked with the collection, standardization, and dissemination of aviation data, particularly through the ICAO Statistics Programme.
Key responsibilities include developing air traffic forecasts and providing comprehensive economic analyses related to air navigation capacity, infrastructure planning, environmental protection, and enhancing the efficiency of air transport systems, among other critical areas.
The successful candidate will report directly to the Chief of the ADA Section and will be expected to undertake tasks independently, while also seeking guidance for complex projects.
Major Responsibilities:
Function 1: Technical Support for Aviation Statistics
- Process and validate: Load statistical data reported by States into electronic formats and conduct rigorous quality control checks to resolve inconsistencies.
- Collaborate and Research: Consult internal and external sources to clarify data discrepancies, ensuring that reported data is complete and correct.
- Maintain Data Tools: Assist in keeping the ICAO Data Plus tool updated for efficient dissemination of statistics.
Function 2: Administrative Support for ICAO Statistics Programme
- Support ADAP and TFGs: Assist professional officers and track the status of reporting forms through electronic systems.
- Communication: Identify States’ reporting obligations and ensure timely reminders for submission.
Function 3: User Support for Aviation Data
- Data Preparation: Contribute to the creation of statistical tables, charts, and presentations to meet user requests.
- Ensure Timeliness: Assist in the production of various documents for the Annual Report of the Council while adhering to deadlines.
Function 4: Development of Business Analysis Tools
- Technical Validation: Ensure new ICAO business analysis tools are validated using macros and assist in maintaining up-to-date charging information for airports and navigation services.
Function 5: Coordination of Decision Support Systems
- Update Management: Help maintain forecasting and connectivity applications, ensuring the reference tables used by these systems are current.
- Collaboration: Work with the Programme Management Officer and ICT Section during re-engineering activities.
Function 6: Additional Duties
- Documentation Support: Assist the Chief of the ADA Section in preparing materials for presentations, meetings, and workshops.
Qualifications and Experience:
Education:
- Essential: High school diploma or equivalent.
- Desirable: College diploma (DEC) or first-level university degree in business administration, data management, or a related field.
Professional Experience:
- Essential: A minimum of five (5) years in data processing, analysis, and presentation. Proficient in MS Office and experience in document preparation.
- Desirable: Familiarity with Macros, SharePoint, SQL, or .Net.
Languages:
- Essential: Fluent in English, both written and spoken.
- Desirable: A working knowledge of any other official ICAO language (Arabic, Chinese, French, Russian, Spanish).

Conditions of Employment:
- This position is locally-recruited and restricted to Canadian Citizens, Permanent Residents, and applicants with a work permit.
- The contract will be a fixed term for an initial period of 3 years (with a 1-year probation for external candidates).
- ICAO employees are expected to conduct themselves as international civil servants and are subject to the Secretary-General’s authority.
