Home-based Training Evaluation Consultant opportunity at ISHR (Earn US $11,000 in 25 days)

The International Service for Human Rights (ISHR) is seeking to engage an independent consultant(s) for a comprehensive evaluation of its Human Rights Defender Advocacy Programme (HRDAP).

This consultancy offers a unique opportunity for individuals passionate about human rights and skilled in evaluation to contribute to the ongoing development of vital advocacy training for human rights defenders.

About the Organisation:
The International Service for Human Rights (ISHR) is an independent, non-governmental organization devoted to promoting and protecting human rights worldwide.

The organisation offers support to human rights defenders, strengthens human rights systems, and actively participates in coalitions advocating for meaningful human rights change.

Background Information:
For over a decade, the HRDAP has provided crucial support to over 200 human rights defenders (HRDs).

This flagship training programme helps HRDs understand and navigate international human rights mechanisms, primarily those of the United Nations.

Some of the topics covered in this programme include advancing women’s rights, defending LGBTQI+ rights, combatting racism, addressing issues in restrictive environments, and tackling environmental and corporate accountability issues.

Key Programme Details:
The HRDAP consists of an intensive capacity development programme tailored for human rights defenders.

Participants engage in:

  • Comprehensive online learning over two months followed by a 10-day in-person training in Geneva.
  • Skill-building to ensure their advocacy efforts resonate within international human rights decision-making.

Objectives of the External Evaluation:
The consultant will assess the relevance, effectiveness, efficiency, and sustainability of the HRDAP.

Key areas of focus will include:

  1. Evaluating the impact and effectiveness of HRDAP over the past six years.
  2. Identifying unexpected outcomes (positive or negative) on target groups.
  3. Assessing the responsiveness of the programme to HRD needs in a changing external environment.
  4. Evaluating ISHR’s internal management processes.
  5. Providing recommendations for improvements and ensuring future sustainability.

Evaluation Scope and Methodology:
The evaluation will encompass the entire HRDAP process, including planning, participant selection, online delivery, and in-person training.

The consultant is expected to:

  • Review relevant programme materials and performance data.
  • Conduct interviews with programme participants and key stakeholders.
  • Integrate qualitative and quantitative methodologies into their assessment framework.

Contract Details:

  • Type of Contract: Consultancy
  • Location: Home-based with potential for in-person visit.
  • Duration: 20-25 working days (over 3-4 months), part-time.
  • Start date: Mid May 2025
  • End date: 31 August 2025
  • Budget: Maximum of USD 11,000

Profile of the Consultant:

  • Minimum Bachelor’s degree in relevant fields.
  • Experience in designing and implementing project evaluations.
  • Proficiency in qualitative and quantitative data collection methods.
  • Strong communication and facilitation skills.
