The consultant will work closely with the Ocean Decade team and support institutional communications, ensuring coherence and visibility for IOC’s initiatives and programmes.
Position: Individual Consultant for Ocean Science Communications
Duration: 11 months (Full-time)
Contract Start Date: 1 April 2025
Contract End Date: 28 February 2026

About UNESCO:
The Intergovernmental Oceanographic Commission (IOC) of UNESCO is dedicated to supporting global ocean science and services, enabling its 150 Member States to protect our shared ocean.
As the UN body addressing ocean health, IOC coordinates programmes in ocean observations, tsunami warnings, and marine spatial planning to achieve the UN Agenda 2030 and its Sustainable Development Goals.
Key Responsibilities:
- Lead the IOC Communication strategy implementation.
- Manage communication activities in English and French.
- Develop internal and external communication strategies.
- Draft and edit various communication materials, including articles, web content, and presentations.
- Create innovative campaign assets and manage social media strategies.
- Provide training and advice to IOC staff on communication strategies.
- Report on monitoring and evaluation of communication activities.
Requirements:
- Education: University degree or Master’s in media/communication studies, public relations, or related field.
- Experience: Minimum of 5 years of relevant experience in public relations, communications, or advocacy, preferably in social and ocean issues.
- Skills:
- Bilingual fluency in English and French.
- Proven ability in multilingual institutional communications.
- Familiarity with digital media and graphic design tools (Adobe Creative Cloud).
- Strong analytical, organizational, and project management skills.
- Excellent communication across diverse audiences.
Evaluation Criteria:
Proposals will be evaluated based on a combination of technical merit (70%) and financial offer (30%). Candidates may be required to participate in an interview as part of the selection process.

Important Note:
Proposals must not exceed 5MB and must be submitted in either English or French. The consultant will provide their own computing equipment and reliable internet access.
